China is facing this year¡¯s first anti-dumping and countervailing investigations from the United States after the International Trade Commission (ITC) voted 3:3 on February 19 to confirm the damage caused by the imports of oil well drill pipe from China to local producers. The injured verdict came after four American steelmakers and the United Steel Workers Union submitted a proposal on December 31, 2009 to the Department of Commerce (DOC), asking to impose anti-dumping and countervailing duties on Chinese imports of drill pipes worth up to $200 million. The DOC is expected to make a preliminary ruling on the countervailing probe on March 26 this year and on the anti-dumping case on June 9, and is due to make a definitive decision in early December 2010.
